The book consists of nine chapters. Following the introductory Chapter 1,
Chapter 2 delineates ICT-D as a development paradigm by putting forth
two perspectives on ICTs and Development. The dominant perspective
espouses the ICTs for Development by propounding the deployment of
new technologies for spurring economic growth, facilitating governance
reforms and enabling human development. And the critical perspective
calls for examining ICT-D within the prevailing political economy of the
development by questioning ‘who benefits’. Together, these two perspectives aid in identifying the factors driving the deployment of ICTs for
development in general and telecentres in particular. |
