This book originated in the author's perception that after ten years of growth and activity, there is an unjustified lack of descriptive and systematic analysis of the Minneapolis-St. Paul Metropolitan Council. Aside from the Council's own publications, there has been little available for the citizen who seeks a comprehensive picture of its functions and policies.
